Futsal 5s will use Cape Henry Collegiate School, 1320 Mill Dam Rd., Virginia Beach, VA 23454 and Great Neck Community Recreation Center - 2521 Shorehaven Dr, Virginia Beach, VA 23454. To keep the playing surfaces clean and dry, please instruct your players not to wear dirty or wet game shoes into the facilities. No black soled shoes allowed on the sport court surface.
Futsal 5s League Rules
Futsal 5s is an affiliated league of US Soccer and sanctioned by United States Youth Futsal. We use only US Soccer futsal - certified officials to call our games, assuring the game is played as it should be.
Boys & Girls U9 (2009) - U15 (2003) age groups. Futsal 5s reserves the right to drop or combine divisions or age groups.
Registration deadline is December 1, 2017 for all teams. Online registration only at the Futsal 5s website www.vbfutsal.com.
Games begin December 17, 2017 and season ends February 19, 2018. Games will be scheduled on Sundays and conflicts will be taken into account as much as possible. Exception: Games will be played on two Mondays, January 15 and February 20. Teams will be scheduled to play a minimum of 8 games.
IMPORTANT COACH INFORMATION
There is no coaching license required to coach a team. Any adult who is registered with the team as a coach or manager can sit the bench. This is a great option for teams with outdoor coaches who want to take a break, but still want their teams to have fun and play. However, coaching should be kept to a minimum and the adult should primarily serve as a facilitator. Futsal itself is a great teacher and the players should flourish in this environment.
Coaches with multiple teams
Futsal 5s will accommodate coaches with multiple teams by scheduling them with back-to-back games as much as possible. We encourage you to split your outdoor teams into two futsal teams
Before each game, a pre-printed game card will be available from the referees. The cards will be populated with player names and numbers. Please check the cards for accuracy and then hand them back to the referees before the game begins. At the end of each game, the referee will hand the bench coaches the completed game cards. The coaches are to sign the cards and in doing so, verify the score. The scores on the signed cards are official and will be entered into the standings.
Competition Format & Rules
Official futsal FIFA Rules and Regulations as stated under the Laws of The Game will be enforced. Exceptions are noted below under House Rules. You may print up a copy of the Laws of the Game at the Futsal 5s website (www.vbfutsal.com).
House Rules to the Laws of the Game
1. Goalkeeper cannot throw the ball into the opponent’s half.
2. No scoring from kick-offs.
3. Ball can be played backwards on kick-offs.
4. Goalkeeper cannot drop kick or punt the ball.
5. No switching of benches between halves.
6. Game length is (two) 20 minute halves.
7. No timeouts except for referee stoppages.
8. Goalkeeper cannot use hands when receiving a back-pass from a teammate.
9. Heading is prohibited in U11 and younger divisions.
10. No accumulation of player penalty points.
11. No restriction on the goalkeeper touching the ball with his/her feet in the defensive half.
Our standard fee registers one team of a maximum of 12 players and 2 coaches. The fees include referees’ fees. U9-U15 - $675.
Each player must also pay a player registration fee separately from the team league fee. The $9.50 per player registration fee is paid directly to United States Youth Futsal. Registration from other soccer associations such as US Club, VYSA State Youth Association, etc. are not valid for USYF events.
Futsal 5s will institute the issuance of player cards. To be eligible to play, each player must have a card. Player cards are issued only after full payment of fees, all players have been registered online, and signed Medical/Media Release forms have been received. Futsal 5s will conduct a team check-in before league play begins to issue player cards. Players do not need to be present. Check-in time and place will be announced.
Players/Sister Teams/Double Rostering
1) A sister team is created from an outdoor team that split into two or more futsal teams. If you have a sister team in the league, you may borrow players from the sister team up to one substitute ONLY during regular season play.
2) Players may be double - rostered on teams that are in different age divisions, but cannot play down an age group.
Do not bring outdoor balls into the facilities. Only futsal balls are allowed in the gym. Warm up and match balls will be provided by Futsal 5s.
The wearing of shin pads will be mandatory for all players. Indoor, flat soled shoes also must be worn. No black soled shoes allowed on sport court surface.
Time Outs / Home Team Colors
Due to tight scheduling, we are eliminating time outs except for referee-called stoppages.
Home team is to wear white or lighter colors. If Home team complies and there is a conflict, the visiting team must change jerseys. If home team does not wear light/white and there is a conflict, home team must change jerseys. Visiting team centers off first.
If a team fails to show for a scheduled match, the referee shall allow a 5 minute grace period. After the 5 minutes, if the team has not yet arrived or does not have enough players to field a team (4), the game will be forfeited. The game will be tallied as a 3 to 0 loss for the forfeiting team and a 3 to 0 win for their opponent.
If the referee terminates a match for reasons other than an act of God or field conditions, the Futsal 5s Competition Committee will decide the result of the match after hearing the official reason from the referee, and both coaches.
Teams forfeiting a match will not receive a refund on their registration fee.
Futsal 5s Point System and Tiebreakers
The determination within the group standings is as follows:
3 points for a win
1 point for a tie
0 points for a loss
Forfeited games are recorded as a 3 - 0 loss

There are no awards given for winners of divisions.
Ejections - Red Cards
If a player is ejected from a match, the player’s pass together with a referee’s report of the incident shall be turned over to the Futsal 5s administrator by the referee.
If a player is ejected from a match the referee will hold onto the player pass, document red card on the back of the score sheet and present it to the Futsal 5s administrator. The player will have his/her pass returned after a one game suspension.
If a coach is ejected from any match, a referee’s report of the incident shall be turned over to the Futsal 5s administrator by the referee.
The minimum penalty for an ejection is that the coach shall not be permitted to coach or remain on the player’s bench in the immediate next match.
The maximum penalty, after review by Futsal 5s Competition Committee, may result in the individual coach’s or team’s expulsion from the League.
Games Cancelled by opponents
If an opponent cancels a game or does not show for the game, the other team may use the game time. There are no refunds for games cancelled by opponents. If a team must cancel, call Futsal 5s as soon as possible so we can notify the referees and give the other team a chance to plan accordingly. Cancelling a game not only short-changes your team, but your scheduled opponent. Games cancelled by teams will not be rescheduled until the $100 reschedule fee is in Futsal 5s.
At time of registration, each team is allowed 1 conflict if entered into registration system before registration deadline.

We reserve the right to postpone or cancel games at any time for any reason such as bad weather or facility problems. If we decide to cancel games, we will reschedule them as best as possible based on field availability.
