KP FUTSAL Fall League RULES 2023

All team rosters will be frozen by 8pm on Friday.  After this time no team will be able to add or take players away from a roster.

Double Rostering Players

Players may be double rostered on what are considered "sister teams", which means one outdoor team makes two futsal teams due to numbers. 

General Rules

- All games will consist of 2 x 24 minute halves and all the games are running clock.


- Teams may call 1 timeout per half. Timeouts may only be called when in possession of the ball and the ball is out of play. (1-minute timeout)

- No switching of benches between halves. There is no overtime or stoppage time.

- Teams are composed of 4 outfield players and 1 goalkeeper.

- The goalkeeper must wear a different color jersey than all of the court players.

- No heading for divisions U11 and down, just like outdoor :) 

- There are no offsides in futsal.

- Kickoffs are direct + can move in any direction (updated 11/23)

- Kick-ins are indirect

- No jewelry or wrist bands are allowed while playing.

- Shin guards are required for all ages.

- Coaches, players, spectators may not step onto the court until permission from the referee.

 

Substitutions

All substitutions are on the fly, this includes goalkeeper substitutions. A substitute may not enter the court until the player leaves the court through the substitution zone in front of their teams’ bench. Any substitute who enters the court before the player has completely left the field of play may be shown a yellow card. All substitutions must take place through the substitution zone in front of their teams’ bench.

 

Restarts

Kickoffs: are direct. The kick-off can be done in any direction, including backwards. The kicker may not touch the ball a second time. If the ball goes directly into the kicker's goal a corner kick is awarded for the other team.

 

Kick-ins: are indirect. The ball must be placed ON the sideline and the kick must be taken within 4 seconds.

- The kicker's non-kicking foot may be on or off the court.

- A kick-in that goes directly in the opposing goal is a goal throw for the opposing team.

- A kick-in that goes directly in the defensive goal is a corner kick for the opposing team.

- If the kick is not taken within 4 seconds the kick-in is taken by the opposing team from the same spot

- If the ball slightly moves off the sideline while a player is attempting to kick the ball play will continue as long as the player taking the kick made an effort to stop the ball and place the ball on the sideline with his or her hands before taking the kick.

Goal Throws: are indirect. This occurs when the entire ball crosses the end line, outside of the goal, after being touched last by the attacking team and the throw must occur within 4 seconds. The goalkeeper must restart the play by using their hands to roll or throw the ball from anywhere inside the penalty arc. The ball is in play as soon as it is released from the goalkeepers hands and may be played to a player inside the penalty arc. If the throw is not taken within 4 seconds the restart becomes an indirect free kick for the defending team to be taken from the top of the arc. (The defending team must be outside the penalty arc until the ball is in play)

  

Corner Kicks: are direct.This occurs when the entire ball crosses the end line, outside of the goal, after being touched last by the defending team. The ball must be placed inside the corner triangle and the kick must be taken within 4 seconds. If the kick is not taken within 4 seconds the restart becomes a goal clearance for the opposing team.

 

Free Kicks: may be indirect or direct. The Referee's call (which will depend on the infraction, see below for examples) will determine if the free kick is direct or indirect. If there is a question ask the referee please, just like outdoor. The ball must be stationary before the kick may be taken. All defending players must be 3 meters away from the ball when the kick is taken. All free kicks must be taken within 4 seconds.

Fouls and Misconduct

Indirect Free Kicks: are awarded when

- When a player plays in a dangerous manner

- When a player impedes an opponent

- When a player prevents the goalkeeper from releasing the ball with his or her hands

- When the goalkeeper is in their own half and takes more than 4 seconds to release the ball

- When the goalkeeper touches the ball for a second time within their own half as long as the ball has not touched the opponent or gone out of play 

Direct Free Kicks: are awarded when

- A player kicks, tackles, trips, jumps, charges, strikes, pushes, holds, or spits at an opponent

- A player handles the ball deliberately

Yellow Card / Caution: The offending player is shown a yellow card. If a player is shown two yellow cards in a match, they are shown a red card. No players have to leave the court. 

Red Card / Send-Off: If a red card is shown the offending player must leave the court and the offending team must play with one less player for 2 full game minutes unless the offending team is scored upon. Once the 2 full game minutes have expired or if the offending team is scored upon the team may place another player on the court.  The player that received the red card may not return to the game and serves a minimum one-game suspension.

 

Accumulated Fouls: All direct free kick fouls are recorded by the referee. If one team accumulates 6 direct free kick fouls in one half, the opposing team will take a direct free kick without a wall from the second penalty spot (and any additional fouls after the 6th) If the foul occurs farther from the attacking goal then the second penalty spot, the kick is taken from the second penalty spot. If the foul occurs nearer to the attacking goal then the second penalty spot (but outside the penalty area) the attacking team may choose whether to take the kick from the second penalty spot or from the spot of the foul.

Accumulated fouls are per half and thus reset to zero at the beginning of the second half. 

Direct Free Kick beginning with the Sixth Accumulated Foul (DFKSAF) : Taken from the second dot in the center of the court or where foul was committed (the shooting team decides). All 6 foul shots must be kicked with the intention of scoring a goal by a clearly identified kicker. Neither team may make a wall, be within 3 meters of the ball and must be even or behind the ball when the kick is taken. The goalkeeper may be off the goal-line but may not be within 3 meters of the ball. 

 

Penalty Shot: Taken from the first dot at the top of the penalty area. Neither team may make a wall, be within 10 feet of the ball and must be even or behind the ball when the kick is taken. The goalkeeper must be on the end line when the kick is taken.

 

Advantage: Advantage is applied in Futsal. Direct free kick foul will count as accumulated fouls if advantage is applied even if play is not stopped by the referees. If the referee gestures with both arms, the foul was a direct free kick foul and will be counted accordingly. If the gesture is with one arm, the free kick would have been indirect and will not count as an accumulated foul.

 

 

The Goalkeeper

- Must wear a different color shirt than all field players.

- Must use their hands to restart the play on a goal throw.

- May wear long pants and/or other padding as deemed safe by the match referee.

- May receive a kick-in directly with their feet.

- Cannot handle the ball on a pass back from their teammate but may use their feet.

- May throw or kick the ball directly over the half-way line, however NO PUNTING of the ball at any point. 

- May score directly with their feet during the run of play.

- May not possess the ball for more than 4 seconds in their own half.

- May not score a goal by using the hands (cannot throw or hit the ball directly into the goal)

- Cannot touch the ball again in any way within their own half after releasing the ball into play unless an opponent has touched the ball or the ball has gone out of play.

 

Substitutions

All substitutions are on the fly, this includes goalkeeping substitutions. Referees will not stop play for goalkeeping substitutions. A substitute may not enter the court until the player leaving the court leaves through the substitution zone in front of their teams’ bench. Any substitute who enters the court before the player being replaced has completely left the field of play may be shown a yellow card. All substitutions must take place through the substitution zone in front of their teams’ bench -- not at the half-way line.

 

Equipment

The wearing of shin guards will be mandatory for all players. Indoor, flat-soled soccer shoes also must be worn. No jewelry allowed(including taped piercings).

  

Home Team Colors

In case of color conflicts, the home team must change jerseys.

Coach Ejections

If a coach is ejected from any match, a referee’s report of the incident shall be turned over to the KP Futsal administrator by the referee. The minimum penalty for an ejection is that the coach shall not be permitted to coach or remain on the player’s bench in the immediate next match.

 

Divisions

Division play is determined by the number of teams in a division. Depending upon the division configuration, a team could play as many as 2 games in one day.  KP Futsal Philosophy is to give teams competitive games to assist in their development.  

 

PROTESTS There will be no protests. Referee decisions are final.
