Joga Futsal League 2015-16 Info / Rules

**Joga Futsal SB is the only futsal league in Santa Barbara sanctioned by US Soccer. We employ only US Soccer futsal certified referees for our games. Joga Futsal SB is the only league that provides 2 referees for U13 and older teams. We think it is critical that the older age groups have 2 experienced officials to call the game properly.

Venues
Joga Futsal SB will use the Page Youth Center. To keep the playing surfaces clean and dry, please instruct your players not to wear dirty or wet game shoes into the facilities.

Referees
Joga Futsal SB  is the only US Soccer sanctioned futsal league in SB. We use only US Soccer futsal - certified officials to call our games, assuring the game is played the way it should be. In addition, Joga Futsal SB is the only league that uses 2 experienced officials for U13 and older age groups.
 

Age Divisions/Groups
Boys & Girls U7 - Adult. Joga Futsal SB reserves the right to drop or combine divisions or age groups.

Team Registration
Registration Is now Open and will close 6/1/2016.

Season Play
Games begin June 26, 2016 and the season ends August 14, 2016. Depending upon the number of teams and facility availability, the league could end later. Joga Futsal SB will have younger teams (U7-U11) playing Sunday mornings and early afternoons. Joga Futsal SB plans on having older teams play on Sunday afternoons and evenings. Due to the combined league size and composition the customary schedule could affect the target plans. Joga Futsal SB will try to avoid younger teams playing late night .

Teams will be scheduled to play 8 games

 

Conflicts
When you register your teams you will be allowed 2 conflicts. 


IMPORTANT COACH INFORMATION
There is no coaching license to coach a team. Any adult who is registered with the team as a coach or manager can sit on the bench.  This is a great option for teams with outdoor coaches who want to take a break, but still want their teams to have fun and play.  There is no cost to register a coach.

Coaches with multiple teams
Joga Futsal SB will accommodate coaches with multiple teams by scheduling them with back-to-back games at the same facility as much as possible.

Game Scorecards
Before each game, a pre-printed game card will be available from the referees. The cards will be populated with player names and numbers. Please check the cards for accuracy and then hand them back to the referees before the game begins. At the end of each game, the referee will hand the bench coaches the completed game cards. The coaches are to sign the cards and in doing so, verify the score. The scores on the signed cards are official and will be entered into the standings.
 

Competition Format & Rules

Official futsal FIFA Rules and Regulations as stated under the Laws of The Game will be enforced. Exceptions are noted below under House Rules. You may print up a copy of the Laws of the Game at the Joga Futsal SB website.

House Rules to the Laws of the Game
1. Goalkeeper can not throw the ball into the opponent’s penalty arc
2. No scoring from kick-offs.
3. Goalkeeper can not drop kick or punt the ball.
4. No switching of benches between halves
5. Game length is two 24 minute halves

House Rules 
The goalie pass back rule will be played at all age groups. Once the keeper touches the ball, they cannot play the ball again until the ball is touched by an opponent.

League Fees - see above for early registration and payment discount
U12 and Younger  $TBD with 1 referee
U13 and Older      $TBD with 2 referees. We feel that at these age groups, two experienced referees are necessary to assure the game is competitive, but officiated as the game was designed.

Player Registration Fee - All players must be registered with USYF and releases signed by player/parent/guardian (P/P/G).  The fee is $12.00 per player and is completed online only.  When the team manager inputs a player into the roster, an e-mail is sent to P/P/G with instructions as to how to complete player registration. There is no fee for managers, coaches, or assistant coaches, unless they are also players.

Player Cards
Joga Futsal SB will institute the issuance of player cards. To be eligible to play, each player must have a card. Player cards are issued only after full payment of fees, signed Medical / Media Release forms have been received and all players have been registered online. Joga Futsal SB will conduct a team check-in one to two weeks before league play begins to issue player cards. Players do not need to be present. Check-in time and place will be announced.

Players/Sister Teams/Double Rostering
1) A sister team is created from an outdoor team that split into two or more futsal teams. If you have a sister team in the league, you may borrow any amount of players from the sister team. 
2) Players may be double - rostered on non-sister teams with knowlege and permission from both coaches.

Pre-game Check-In
Player cards and rosters may be checked before games.  This is to assure that all players are registered and the league remains sanctioned by US Soccer. Team managers are to carry the game cards with them for inspection before games.

Game Balls
The home team is responsible for providing the game ball. 
Futsal ball size used by each age group:
U12 and under - size 3 or a Select "Jinga Jr"
U13 and older - size 4 or a Select "Jinga"

Do not bring outdoor balls into the facilities. They are not allowed for warm-up. Only futsal balls are allowed. Home team is responsible for providing a game quality ball.

Equipment
The wearing of shin pads will be mandatory for all players. Indoor, flat soled soccer shoes also must be worn.
  
Time Outs / Home Team Colors
Each team can call one 30 second time out per half
Home team is to wear white or lighter colors. If Home team complies and there is a conflict, the visiting team must change jerseys. If home team does not wear light/white and there is a conflict, home team must change jerseys. Visiting teams centers off first.
 
Forfeited Games
If a team fails to show for a scheduled match, the referee shall allow a 5 minute grace period. After the 5 minutes, if the team has not yet arrived or does not have enough players to field a team (4), the game will be forfeited. The game will be tallied as a 3 to 0 loss for the forfeiting team and a 3 to 0 win for their opponent.

If the referee terminates a match for reasons other than an uncontrollable act or field conditions, the Joga Futsal SB Competition Committee will decide the result of the match after hearing the official reason from the referee, and both coaches.

Teams forfeiting a match will not receive a refund on their registration fee.
Forfeited games are recorded as a 3 - 0 loss.


Protest - There are no protests.  The decisions of the referee is final

 

Joga Futsal SB Point System and Tiebreakers
The determination within the group standings is as follows:  
3 points for a win
1 point for a tie
0 points for a loss
Forfeited games are recorded as a 3 - 0 loss

Tiebreakers
1. Total Points
2. Goal Difference (max 7 per game)
3. Goals For
4. Head-To-Head

There are no awards given for winners of divisions, only championship game.

Ejections - Red Cards
If a player is ejected from a match, the player’s pass together with a referee’s report of the incident shall be turned over to the Joga Futsal SB administrator by the referee.

The minimum penalty for an ejection is that the player shall not be permitted to play in the immediate next match.

The maximum penalty, after review by the Joga Futsal SB Competition Committee, may result in the individual player's or team's expulsion from the competition.

If a player is ejected from a match the referee will hold onto the player pass, document red card on the back of the score sheet and present it to the Joga Futsal SB league administrator. The player will have his/her pass returned after a one game suspension.

Coach Ejections
If a coach is ejected from any match, a referee’s report of the incident shall be turned over to the Joga Futsal SB administrator by the referee.

The minimum penalty for an ejection is that the coach shall not be permitted to coach or remain on the player’s bench in the immediate next match.

The maximum penalty, after review by Joga Futsal SB Competition Committee, may result in the individual coach or team’s expulsion from the League.
  
Games Cancelled by opponents
If an opponent cancels a game or does not show for the game, the other team may use the scheduled game time for their use. There are no refunds for games cancelled by opponents. If a team must cancel, call Joga Futsal SB as soon as possible so we can notify the referees and give the other team a chance to plan accordingly. Cancelling a game not only short-changes your team, but your scheduled opponent. Games cancelled by teams will not be rescheduled until the $125 reschedule fee is received by Joga Futsal SB. 

Reschedules
At time of registration, each team is allowed multiple conflicts if entered into registration system before registration deadline. If the manager does not enter conflicts, no reschedules will be made unless a $125 rescheduling fee is received by Joga Futsal SB. Joga Futsal SB will schedule 8 games for each team.  We only can reschedule games if the facilities have available times to reschedule them.  

Games cancelled by Facilities / Joga Futsal SB
We reserve the right to postpone or cancel games at any time for any reason such as bad weather or facility problems. Joga Futsal SB plays games in all weather and only cancels games if the facility cancels. Cancellations are very rare events, so teams should plan on playing.  If there are games cancelled, reschedules are not guaranteed and refunds for cancelled games will not be provided.

General Rules

  • Teams may call one 30sec timeout per half (when in possession of ball, ball out of play).
  • There is no overtime, injury time or stoppage time.
  • Teams are comprised of four outfield players and one goalkeeper.
  • The goalkeeper must wear a different color jersey than the outfield players.
  • There is no offsides in futsal.
     

Substitutions

  • All substitutions are on the fly, this includes goalkeeping substitutions. Referees will not stop play for goalkeeping substitutions.
  • A substitute may not enter the match until the player leaving the match is at the touchline in the substitution zone.
  • Any substitute who enters the field of play before the player being replaced has completely left the field of play may be shown a yellow card.
  • All substitutions must take place in the technical area (in front of the team bench )-- not at the half-way line.
  • All teams will switch benches (and ends) at the beginning of halftime, ensuring that all substitutions take place in the defensive half.
     

Restarts

Kickoffs: are indirect. The ball must be played forward first. Tapped balls are not in play – the ball must move forward.

Kickins: are indirect. The ball must be placed on or no more than 10 inches behind the line and the kick must be taken within 4 seconds. The kicker's non-kicking foot must be out of bounds or on the line. (A kickin that goes directly in the opposing goal is a goal clearance for the opposing team. A kickin that goes directly in the defensive goal is a corner kick of the opposing team.)

Goal Clearances: are taken when the ball wholly crosses the goal line after being touched last by the attacking team. The goalkeeper must use his hands to roll, bounce or throw the ball from anywhere inside the penalty area to outside the penalty area.

Corner Kicks: are direct. The ball must be placed directly on the corner spot and the kick must be taken within 4 seconds.

Free Kicks: may be indirect or direct. The ball must be stopped completely before the kick may be taken.

Penalty Kicks: are taken from the penalty spot and must be shot at goal by a clearly identified kicker. Defenders may not be nearer to the ball than 16 feet and must be behind an imaginary line running from touchline to touchline even with the penalty spot.

Distance: For all of the above, except goal clearances, opponents may not be closer to the ball than 16 feet.

Ceiling: If the ball hits the ceiling or other object, the team that did not touch the ball last restarts play with a kickin from the nearest point on the touchline.

Fouls and Misconduct

Indirect Free Kicks: When a player plays in a dangerous manner, impedes an opponent (without playing the ball), slides, prevents the goalkeeper from releasing the ball with her hands or commits any offence for which play is stopped to caution or eject a player.

Direct Free Kicks: When a player kicks or attempts to kick an opponent, slidetackles an opponent or slides with an opponent near (automatic yellow card/caution), jumps at an opponent, charges at an opponent, strikes or attempts to strike an opponent, pushes an opponent, holds an opponent, spits at an opponent or handles the ball deliberately.

Yellow Card / Caution: The offending player is shown a yellow card. If a player earns two yellow cards in a match, he is shown a red card. 

Red Card / Ejection: The offending team plays down for two minutes unless scored upon before the two-minute penalty expires. The offending player serves a minimum one-match suspension. 

Accumulated Fouls / AFPK: All penal fouls are recorded on the scoresheet and on the scoreboard. If red fouls blue a sixth time in one half, for that sixth penal foul and all subsequent penal fouls in that half, blue is awarded an accumulated fouls penalty kick. If the foul occurs farther from the attacking goal than the second penalty spot, the AFPK is taken from the second penalty spot. If the foul occurs nearer to the attacking goal than the second penalty spot (but outside the penalty area, of course), the attacking team may choose whether to take the AFPK from the second penalty spot or from the spot of the foul. All AFPK's must be shot at goal by a clearly identified kicker. The defending team may not make a wall and may not be nearer to the ball than 16 feet and must be behind an imaginary line running from touchline to touchline even with the spot of the kick. The goalkeeper may be off her line, but may not be nearer than 16 feet from the ball. Accumulated fouls are reset to zero at the beginning of the second half.

Second Penalty Spot: 30 feet from the center of the goal

Penalty Spot: 20 feet from the center of the goal

Advantage: Advantage will be applied in futsal, with penal fouls still counting as accumulated fouls. If the referee shouts, "play on" and gestures with both arms, the foul was a penal foul and will be counted accordingly. If the gesture is with one arm, the free kick would have been indirect and thus does not count toward the total.

The Goalkeeper

  • Must wear a different color shirt. She may wear long pants and/or other padding as deemed safe by the match referee.
  • May receive a kickin directly.
  • May kick the ball directly over the half-way line.
  • May score directly with his feet during the run of play.
  • May not punt or drop-kick the ball. (Ball must settle to the ground or be touched first, no "air" under the ball when kicked.)
  • May not possess the ball for more than four seconds in her own half.
  • May throw the ball directly across the half-way line. A ball thrown directly into the opposing goal results in a goal clearance for the opposing team.
  • May only touch/receive the ball once per team possession.
