In addition, Wilmington NC is the only Wilmington league that uses 2 experienced officials for U13 and older age groups.

Age Divisions/Groups

US Youth Futsal Inclusion Policy

Inclusion Policy

(A) Membership of US Youth Futsal is open to all futsal and soccer organizations and all futsal and soccer players, coaches, trainers, managers, administrators and officials without discrimination on the basis of race, color, religion, age, sex, sexual orientation, gender identity, gender expression or national origin.

(B) For the purposes of registration on gender-based teams, a player may register with the gender team with which the player identifies, and confirmation sufficient for guaranteeing access shall be satisfied by documentation or evidence that shows the stated gender is sincerely held, and part of a person’s core identity. Documentation satisfying the herein stated standard includes, but is not limited to, government-issued documentation or documentation prepared by a health care provider, counselor, or other qualified professional not related to the player.

(C) US Youth Futsal recognizes 2 team gender classifications:

(1) Teams with females only are considered girls teams.

(2) All other teams are considered boys teams.

Team Registration
Open October 1st

Season Play
Teams will be scheduled to play a minimum of 3 games

IMPORTANT COACH INFORMATION
There is no coaching license to coach a team. Any adult who is registered with the team as a coach or manager can sit the bench as long as they have completed Safe Sport and USYF Background Checks. This is a great option for teams with outdoor coaches who want to take a break, but still want their teams to have fun and play.  There is no cost to register a coach.

Coaches with multiple teams
Wilmington NC Futsal will accommodate coaches with multiple teams by scheduling them with back-to-back games at the same facility as much as possible.  So we encourage you to split your outdoor teams into two futsal teams.

IMPORTANT NOTICE TO MULTIPLE TEAM COACHES - To maintain integrity of the tournament and avoid potential "game fixing", age groups will play at the same time.  In other words, all the teams in an age group or pool will have the same game time.  Also, since it is unknown which teams will make semi - finals and final, we cannot commit to avoiding multiple team conflicts, so it is recommended that a team list more than one coach on its roster.

VERY IMPORTANT - Due to the scheduling constraints already existing, you can not request an entire day to not play.  Teams must be able to play two games on Saturday and one on Sunday.  Local Teams may be scheduled for one Friday game. All Finals will be played on Sunday, December 10th.

Game Scorecards
Before each game, a pre-printed game card will be available from the referees. The cards will be populated with player names and numbers. Please check the cards for accuracy and then hand them back to the referees before the game begins. At the end of each game, the referee will hand the bench coaches the completed game cards. The coaches are to sign the cards and in doing so, verify the score. The scores on the signed cards are official and will be entered into the standings.

Competition Format & Rules
Official futsal FIFA Rules and Regulations as stated under the Laws of The Game will be enforced. Exceptions are noted below under House Rules. You may print up a copy of the Laws of the Game at the Wilmington NC Futsal website.

House Rules to the Laws of the Game

  1. Goalkeeper can not throw the ball into the opponent’s penalty arc
  2. No scoring from kick-offs.
  3. Goalkeeper can not drop kick or punt the ball.
  4. Game length is two 24 halves.

Important Changes to House Rules from previous years
The goalie pass back rule will be played at all age groups. Once the keeper touches the ball, they can not play the ball again until ball is touched by an opponent.

  1. Key rule changes includes:

A. USYF does not currently have any conditional rules regarding goalkeeper distribution modifications for our State, Regional, or National Championship Series events (i.e. - GK can throw over half court, etc.).

C. In the event of a tie at regulation time in a match where a winner must be determined, five (5) PKs will be taken by each team and if the score is still tied at the end of that phase then sudden death PKs are taken.

B. Kick Off Procedure: All players, except the player taking the kickoff, must be in their own

page1image1191723984

half of the pitch. The ball is in play when it is kicked and clearly moved. A goal may be

page1image1191748480

scored directly against the opponent from kick off: if the ball directly enters the kicker’s

page1image1191830128

goal, a corner kick is awarded. This means the ball can be played backwards directly

from a kick-off.

page1image1191842816

from the penalty mark start, one team has a greater number of players (including

If, at the end of the match, and before the kicks

substitutes) than its opponents, they may choose to reduce its numbers to the same

number as its opponents. The referees must be informed of the name and number of

each player excluded, if any. Any excluded player is not eligible to take part in the kicks

(except as outlined below). If, during the kicks from the penalty mark, one team’s number

of players is reduced, the team with more players may choose to reduce its numbers to

the same number and the referees must be informed of the name and number of each

player excluded, if any. Any excluded player is not eligible to take further part in the kicks

(except as outlined above).

D. A Goal Clearance can now be played to a teammate within the penalty area. Opponents

must be outside of the penalty area during goal clearance until the ball has been

distributed.

Kick-ins must be stationary with the ball touching the line.

  1. The player taking the kick-in is no longer required to have a plant foot on or behind the line.

  2. Referees can act against team officials who fail to conduct themselves in a

page1image1191989328

responsible

page1image1191991376

manner and warn them, caution them or send them off from the pitch and its immediate

page2image1192190160

surrounds, including the technical area. If the offender cannot be identified, the senior

page2image1192220224

coach present in the technical area will receive the sanction.

G. For the 2023-2024 USYF National Championships, it is required for players to wear training bibs when on the team bench and in the technical area. There will be options to purchase or rent training bibs at the national championship. For USYF State and Regional Championships, it is recommended that players wear training bibs and enforcement for those events will be at the discretion of the tournament

director. Coaches/teams will be required to supply their own training bibs for the tournament.
