NEW FIFA FUTSAL LAWS OF THE GAME

League Format: Futsal is the only indoor form of soccer recognized by FIFA. No walls are used, hard flat surface within minimum and maximum standards, official futsal size goals and balls. Consists of 6 regular season games. League standings will be generated and posted by HTG Sports (app download available, search iSports3). 3 points per win, 1 point per draw, 1 point for shutout, 0 points per loss. The teams that finish top of their division will come together for semi-finals and final to place as division champions and finalists of the league. This league and is geared toward developing individuals and teams to succeed on and off the court. CFL is officiated by U.S. Soccer referees with futsal certification. FIFA Futsal Laws of the Game apply. Modified house rules where applicable.

Age Divisions: Boys and Girls 2005-2017. Youth divisions will strive for single set age divisions. Combined age divisions will be utilized where applicable, i.e., U10, U12, U14, High School. Age divisions are decided by PLAYER BIRTH YEAR, meaning players born in 2005 or later (2006, 2007) would be eligible to compete on a U16 team and a 2004 would not be eligible.

Birth Years Eligible: 2005-2017
2005 age players are eligible if still a high school student. Coed division will have an option for 2016/2017 ages.

Skill Divisions: where applicable Competitive (advanced/intermediate), Developmental (beginner/community level)
Teams are able to choose division and submit seeding information during initial registration and will be placed where best suited if applicable.

Roster Size: Maximum 10 players, minimum 7. Goleiros (goal keepers) can be dual-rostered on two different teams. Court players can be rostered to two different teams in separate age divisions only. Sister teams, or the same club, can borrow from any of their CFL registered players. Important note for goleiros: In futsal, there is a shot on goal every 30-60 seconds! One outdoor soccer team makes two sister teams for futsal. Players of sister teams can be borrowed from one another. Futsal is played 5v5 with 1 goal keeper and 4 court players. An outdoor coach can coach their own club or rec teams entered in the league and will usually be scheduled back-to-back if coaching multiple teams. Before each session of league play coaches or team managers will be given player roster cards. Outdoor registrations from other associations such as US Club, USYSA state organization, AYSO, etc. are not valid for USYF events.

Game Locations: New Albany - REP Fieldhouse; Hilliard - Westwood Fieldhouse

League Rules

CFL CODE OF CONDUCT

Venues
We are proud to support the City of Columbus Recreation and Parks Departments by using their athletic complexes. Willis Athletic Complex and Cleo Dumaree Athletic Complex. This supports our mission of the CFL bringing an economic impact and community impact of sports back into the City. The CFL has substantially increased the usage of CRPD courts.

To keep the playing surfaces clean and dry, please instruct your players not to wear dirty or wet game shoes into the facilities. Must change into game shoes (flat indoor futsal shoes) when inside the building. No cleats, turf, or tennis shoes.

You are allowed on the court only during your scheduled time. If your opponent no shows, you are granted that court space during that time to use as you wish.

Referees
CFL is the only USYF sanctioned futsal league in Central Ohio. We use only US Soccer futsal-certified officials to call our games, assuring the game is played the way it should so you gain the most out of your playing experience. In addition, CF uses 2 experienced officials for U13 and older age groups.

Participating Teams
Columbus Futsal League is one of the largest youth futsal leagues in the state of Ohio. Past participating teams have included:

Age Divisions/Groups
Boys & Girls 2003-2013. CFL reserves the right to drop or combine divisions or age groups.

Team Registration
Registration is now open and will close 11/1/2020 for CFL Winter season

Season Play
Winter season dates run late November through late February with semifinals and finals

Conflicts
When you register your teams, you will be allowed 2 conflicts.  Conflicts are defined as a certain date and certain time. Conflicts listed as "no Sundays" or "no games after 3pm" may not be honored. However, please indicate these in the conflict comment box of your registration. During registration you may list other teams you coach in the league to not be scheduled at the same time.

IMPORTANT COACH INFORMATION
There is no coaching license required at this time to coach a team in the CFL. There is however a background check [read more]. There will be a brief CFL introductory meeting before league play begins for coaches. Any adult who is registered with the team as a coach or manager can sit the bench with the team. This is a great option for parents whose outdoor team coaches want to take a break, but still want their team to play and have fun. It is an even better way to improve your tactical approach as a coach if you're coaching your own team. There is no cost to register a coach but the background fee is $10. Each team will be issued a roster card that they MUST have at EVERY game. The assigned referee will check in they players on your team prior to the match.

Coaches with multiple teams
CFL will try accommodate coaches with multiple teams by scheduling them with back-to-back games at the same facility as much as possible.  This has been proven very successful in the past, but must be indicated on registration. Depending on the age of the teams, it may not be possible to schedule a U10 game back to back with a U15 game due to referee scheduling.

Game Scorecards
This will be handled by the referees. Scores and fouls can also be kept by pen and pencil at the score keepers table in case of digital error. Coaches must sign the score cards and each game must have one volunteer time keeper.

Competition Format & Rules
Official FIFA Futsal Rules and Regulations as stated under the Laws of The Game will be enforced. Exceptions are noted below under House Rules. You may print a copy of the Laws of the Game on Columbus Futsal League's website. http://www.usyouthfutsal.com/columbusfutsalleague/

New to the 2018-19 season: Players U11 and younger may no longer head the ball.

House Rules to the Laws of the Game

  • Game length is two 20 minute halves

Important Changes to House Rules
The goalie pass back rule will be enforced on all age divisions. Once the keeper touches the ball, they can not play the ball again until ball is touched by a player from another team or if the goal keeper crosses into the opponent's half to receive the ball.

Referee Assignment
2009 and Younger    1 referee
2008 and Older         2 referees
We feel that at these age groups, two experienced referees are necessary to assure the game is competitive, but officiated as the game was designed and properly enforced to learn from.

Player Registration Fee - All players must be registered with USYF and releases signed by player/parent/guardian (P/P/G).  The fee is $13.50 per player and is completed online only.  When the team manager inputs a player into the roster, an e-mail is sent to P/P/G with instructions as to how to complete player registration.  There is no fee for managers, coaches, or assistant coaches, unless they are also players.

Player Cards
Will be hand delivered at your first game.

Players/Sister Teams/Double Rostering

  1. A sister team is created from an outdoor team that is split into two or more futsal teams. If you have a sister team in the league, you may borrow any amount of players from the sister team.
  2. Players may not be dual-rostered on non-sister teams  or on two teams in the CFL unless in two separate age divisions.
  3. Goal Keepers may be dual-rostered on any team(s).

Pre-game Check-In
Player cards and roster cards may be checked before games by referees.  This is to assure that all players are registered and the league remains sanctioned by USYF.  Team managers please have this card available for inspection before games.

If home team does not wear light/white and there is a conflict, home team must change jerseys. Visiting teams centers off first. Time out cards are available on the time keeper table for each coach and must be used to signal a time out to the referee.

Forfeited Games
If a team fails to show for a scheduled match, the referee shall allow a 15 minute grace period. After the 15 minutes, if the team has not yet arrived or does not have enough players to field a team (4 if they chose to play down a man), the game will be forfeited. The game will be tallied as a 3 to 0 loss for the forfeiting team and a 3 to 0 win for their opponent.

If the referee terminates a match for reasons other than an act of God or court conditions, the CFL coordinator will decide the result of the match after hearing the official reason from the referee, and both coaches.

Teams forfeiting a match will not receive a refund on their registration fee.

Forfeited games are recorded as a 3 - 0 loss.

Forfeited playoff games; if a team forfeits in the semi-final round the next place team will be pulled up to compete in the semi-finals where applicable. If that cannot happen, the forfeit will result in the non-forfeiting team automatically advancing. If a team forfeits in the finals round, a division champion and division finalist will be chosen. There will not be a rescheduled game or alternate opponent.

CFL does not cancel games or close due to weather--it is under the discretion of the facility. You will need to check local listings for City of Columbus Recreation and Parks Department (CRPD) or the CFL Facebook or Twitter feed for real-time information. Canceled games will not be refunded by the CFL and the CFL has no obligation to reschedule your game, although we will do our best to make sure the youth players get a make-up game on the schedule.

Point System and Tiebreakers
The determination within the group standings is as follows:
3 points for a win
1 point for a tie
1 point for shutout
0 points for a loss
Forfeited games are recorded as a 3 - 0 loss

Tiebreakers
1. Total Points
2. Goal Difference (max 7 per game)
3. Goals For
4. Head-To-Head

There are awards given for champions and finalist of each divisions.

Ejections - Red Cards
If a player is ejected from a match, the player’s pass together with a referee’s report of the incident shall be turned over to the CFL administrator by the referee.

The minimum penalty for an ejection is that the player shall not be permitted to play in the immediate next match.

The maximum penalty, after review by the Columbus Futsal Competition Committee, may result in the individual player or team's expulsion from the competition on a case-by-case basis.

If a player is ejected from a match the referee will hold onto the player card, document red card on the back of the score sheet and present it to the Columbus Futsal League administrator. The player will have his/her card returned after a one game suspension.

Coach Ejections
If a coach is ejected from any match, a referee’s report of the incident shall be turned over to the Columbus Futsal administrator by the referee.

The minimum penalty for an ejection is that the coach shall not be permitted to coach or remain on the player’s bench in the immediate next match.

The maximum penalty, after review by Columbus Futsal Leage Administration, may result in the individual coach or team’s expulsion from the League.

Games Cancelled by opponents
If an opponent cancels a game or does not show for the game, the other team may use the scheduled game time for their use. There are no refunds for games cancelled by opponents. If a team must cancel, call CFL as soon as possible so we can notify the referees and give the other team a chance to plan accordingly. Cancelling a game not only short-changes your team, but your scheduled opponent. Games cancelled by teams will not be rescheduled, unless you pay a $125 reschedule fee to CFL.

Playoff games; if a team cancels (forfeits) in the semi-final round the next place team will be pulled up to compete in the semi-finals where applicable. If that cannot happen, the cancellation (forfeit) will result in the non-forfeiting team automatically advancing. If a team cancels (forfeits) in the finals round, a division champion and division finalist will be chosen. There will not be a rescheduled game or alternate opponent.

Reschedules
At time of registration, each team is allowed one conflict if entered into registration system before registration deadline. If manager does not enter conflicts, no reschedules will be made unless a $125 rescheduling fee is received by the Columbus Futsal League. CFL will schedule 6 games for each team.  We understand that some games may have to be rescheduled that have been cancelled due weather, such as snow, ice or due to the facilities cancelling games.  While we will try to reschedule those games, we cannot guarantee that those games can be rescheduled.  We only can reschedule games if the facilities have available times to reschedule them.  If we reschedule games due to above, you will not be asked ahead of the rescheduling process if you are available for the make-up game.  Your team will be given a makeup game time and if you cannot make that, we will not attempt to reschedule again.

Games cancelled by Facilities / Columbus
We reserve the right to postpone or cancel games at any time for any reason such as bad weather or facility problems. CFL plays games in all weather and only cancels games if the facility cancels or if there is a level 2 or level 3 snow emergency.  Cancellations are very rare events, so teams should plan on playing.  If there are games cancelled, reschedules are not guaranteed and refunds for cancelled games will not be provided.

Referees
If you have an interest in joining the CFL referee pool, please email us at info@columbusfutsalleague.com. To be eligible for consideration, you must be licensed with U.S. Soccer as an outdoor referee and be at least 15 years old.
