CFL West & CFL East home team conference layout
League Format: Futsal is the only indoor form of soccer recognized by FIFA. No walls are used, hard flat surface within minimum and maximum standards, official futsal size goals and balls. Consists of 6 regular season games with optional Regional USYF tournament coinciding. League standings will be generated and posted by HTG Sports (app download available). 3 points per win, 1 point per draw, 0 points per loss. Teams that finish top of their division in CFL West and CFL East will come together for semi-finals and final to win the league. Teams not participating in semis and finals will have these weekends as a bye week. This is not a "kick-around" league and is geared toward developing individuals and teams to succeed on and off the court. CFL is officiated by U.S. Soccer referees with futsal certification. FIFA Futsal Laws of the Game apply. Modified house rules where applicable.
Age Group Divisions: Boys and Girls U8-U18, Men's Open, and Coed Open. Youth divisions will strive for single set age divisions depending on number of teams registered. If not, combined age divisions will be utilized. i.e., Single set age divisions: U9B, U10B, U11B, etc. Combined age divisions: U8/U9B, U10/U11B, etc. Age divisions are decided by PLAYER BIRTH YEAR, meaning players born in 2005 or later (2006, 2007) would be eligible to compete on a U13 team and a 2004 would not be eligible.
Prebenjamin - 2010
Benjamin - 2008, 2009
Alevin - 2006, 2007

Roster Size: Maximum 10 players, minimum 7. Goleiros (goal keepers) can be dual-rostered on two different teams. Important note for goleiros: In futsal, there is a shot on goal every 30-60 seconds! One outdoor soccer team makes two sister teams for futsal. Players of sister teams can be borrowed from one another. Futsal is played 5v5 with 1 goleiro, 1 fixo, 1 pivo, and 2 alas. An outdoor coach can coach their own club or rec teams entered in the league and will usually be scheduled back-to-back if coaching multiple teams. Before each session of league play coaches or team managers will be given player roster cards. Outdoor registrations from other associations such as US Club, USYSA state organization, AYSO, etc. are not valid for USYF events.
Registration Costs: U8-U11 Boys and Girls teams are $685/team per session. U12-U18 Boys and Girls, Men's Open, and Coed teams are $735/team per session. A yearly registration fee of $9.50 to USYF/USAF must be paid per player 8/1/17-7/31/18. Discounts available for sister teams forming multiple teams from one soccer team. When you register your teams, you will be allowed 2 conflicts. Conflicts are defined as a certain date and certain time. Conflicts listed as "no sundays" or "no games after 3pm" will not be honored. Please indicate that in the conflict section of your registration or with the admissions at firstname.lastname@example.org.
IMPORTANT COACH INFORMATION
There is no coaching license required at this time to coach a team in the CFL. There will be a brief CFL introductory meeting before league play begins for coaches. Any adult who is registered with the team as a coach or manager can sit the bench with the team. This is a great option for parents whose outdoor team coaches want to take a break, but still want their team to play and have fun. It is an even better way to improve your tactical approach as a coach if you're coaching your own team. There is no cost to register a coach. Each team will be given a team roster card that they MUST have at EVERY game. The assigned referee will check in they players on your team prior to the match using this card.
Coaches with multiple teams
CFL will accommodate coaches with multiple teams by scheduling them with back-to-back games at the same facility as much as possible. This has been proven very successful in the past, so we encourage you to split your outdoor teams into two sister futsal teams with 7-8 minimum players to 10 maximum players.
Before each game, a pre-printed game card will be available from the referees. The cards will be populated with team names, court number and game times. Please check the cards for accuracy and then hand them back to the referees before the game begins. At the end of each game, the referee will hand the bench coaches the completed game cards. The coaches are to sign the cards and in doing so, verify the score. The scores on the signed cards are official and will be entered into the standings.
Competition Format & Rules
Official FIFA Futsal Rules and Regulations as stated under the Laws of The Game will be enforced. Exceptions are noted below under House Rules. You may print a copy of the Laws of the Game on Columbus Futsal League's website. http://www.usyouthfutsal.com/columbusfutsalleague/
New to the 2016-2017 season: Players U11 and younger may no longer head the ball.
House Rules to the Laws of the Game
Important Changes to House Rules from previous years
The goalie pass back rule will be enforced on all age divisions. Once the keeper touches the ball, they can not play the ball again until ball is touched by a player from another team or if the goal keeper crosses into the opponent's half to receive the ball.
U12 and Younger 1 referee
U13 and Older 2 referees
We feel that at these age groups, two experienced referees are necessary to assure the game is competitive, but officiated as the game was designed and properly enforced to learn from.
Player Registration Fee - All players must be registered with USYF/USAF and releases signed by player/parent/guardian (P/P/G). The fee is $9.50 per player and is completed online only. When the team manager inputs a player into the roster, an e-mail is sent to P/P/G with instructions as to how to complete player registration. There is no fee for managers, coaches, or assistant coaches, unless they are also players.
Columbus Futsal will institute the issuance of player cards. To be eligible to play, each player must have a card. Player cards are issued only after full payment of fees, signed medical/media release forms have been received and all players have been registered online. CFL will conduct a team check-in one to two weeks before league play begins to issue player cards. Players do not need to be present, a coach or team manager may pick these up. Check-in time and place will be announced later after each registration closes. If individual player cards are not necessary, team roster cards will be given. You may purchase and pick-up game balls at this time.
Players/Sister Teams/Double Rostering
Player cards and roster cards may be checked before games by referees. This is to assure that all players are registered and the league remains sanctioned by USYF/USAF. Team managers are to carry the game cards with them for inspection before games.
The home team is responsible for providing the game ball.
Size ball used by each age group
Under U12 - size 3 or a Select "Jinga Jr", Mitre, or Senda brand
U13 and older – size 4 or a Select "Jinga Senor", Mitre, or Senda brand
To order balls e-mail Malissa Garcia at email@example.com. Include team name, gender and age, number of balls needed and size ball and contact info of the person ordering. Balls are $35-$45 each depending on size and can be picked up with roster cards.
Do not bring outdoor soccer balls into the facilities. They are not allowed for warm-up. Only futsal balls are allowed. Home team is responsible for providing a quality game ball.
The wearing of shin pads will be mandatory for all players. Indoor, flat soled futsal/indoor soccer shoes also must be worn. No cleats, turf shoes, or regular tennis shoes allowed.
Time Outs / Home Team Colors
Each team can call one 60 second time out per half.
Home team is to wear white or lighter colors. If Home team complies and there is a conflict, the visiting team must change jerseys. If home team does not wear light/white and there is a conflict, home team must change jerseys. Visiting teams centers off first.
If a team fails to show for a scheduled match, the referee shall allow a 15 minute grace period. After the 15 minutes, if the team has not yet arrived or does not have enough players to field a team (4 if they chose to play down a man), the game will be forfeited. The game will be tallied as a 3 to 0 loss for the forfeiting team and a 3 to 0 win for their opponent.
If the referee terminates a match for reasons other than an act of God or court conditions, the CFL coordinator will decide the result of the match after hearing the official reason from the referee, and both coaches.
Teams forfeiting a match will not receive a refund on their registration fee.
Forfeited games are recorded as a 3 - 0 loss.
CFL does not cancel games or close due to weather--it is under the discretion of the facility. You will need to check local listings for City of Columbus Recreation and Parks Department (CRPD) or the CFL Facebook or Twitter feed for real-time information. Canceled games will not be refunded by the CFL and the CFL has no obligation to reschedule your game, although we will do our best to make sure the youth players get a make-up game on the schedule.
Point System and Tiebreakers
The determination within the group standings is as follows:
3 points for a win
1 point for a tie

Forfeited games are recorded as a 3 - 0 loss
1. Total Points

Ejections - Red Cards
If a player is ejected from a match, the player’s pass together with a referee’s report of the incident shall be turned over to the CFL administrator by the referee.
The minimum penalty for an ejection is that the player shall not be permitted to play in the immediate next match.
The maximum penalty, after review by the Columbus Futsal Competition Committee, may result in the individual player or team's expulsion from the competition on a case-by-case basis.
If a player is ejected from a match the referee will hold onto the player card, document red card on the back of the score sheet and present it to the Columbus Futsal League administrator. The player will have his/her card returned after a one game suspension.
If a coach is ejected from any match, a referee’s report of the incident shall be turned over to the Columbus Futsal administrator by the referee.
The minimum penalty for an ejection is that the coach shall not be permitted to coach or remain on the player’s bench in the immediate next match.
The maximum penalty, after review by Columbus Futsal Leage Administration, may result in the individual coach or team’s expulsion from the League.
Games Cancelled by opponents
If an opponent cancels a game or does not show for the game, the other team may use the scheduled game time for their use. There are no refunds for games cancelled by opponents. If a team must cancel, call CFL as soon as possible so we can notify the referees and give the other team a chance to plan accordingly. Cancelling a game not only short-changes your team, but your scheduled opponent. Games cancelled by teams will not be rescheduled, unless you pay a $125 reschedule fee to CFL.
At time of registration, each team is allowed two conflicts if entered into registration system before registration deadline. If manager does not enter conflicts, no reschedules will be made unless a $125 rescheduling fee is received by the Columbus Futsal League. CFL will schedule 6 games for each team. We understand that some games may have to be rescheduled that have been cancelled due weather, such as snow, ice or due to the facilities cancelling games. While we will try to reschedule those games, we cannot guarantee that those games can be rescheduled. We only can reschedule games if the facilities have available times to reschedule them. If we reschedule games due to above, you will not be asked ahead of the rescheduling process if you are available for the make-up game. Your team will be given a makeup game time and if you cannot make that, we will not attempt to reschedule again.
Games cancelled by Facilities / Columbus
We reserve the right to postpone or cancel games at any time for any reason such as bad weather or facility problems. CFL plays games in all weather and only cancels games if the facility cancels. Cancellations are very rare events, so teams should plan on playing. If there are games cancelled, reschedules are not guaranteed and refunds for cancelled games will not be provided.
If you have an interest in joining the CFL referee pool, please email us at firstname.lastname@example.org. To be eligible for consideration, you must be licensed with U.S. Soccer as an outdoor referee and be at least 17 years old.
