HOUSE RULES

1) FUTSAL IS NOT SOCCER 

  • Technique over force, no reckless or careless play. No slide tackling, no shoulder charging.

2) PLAYERS & ROSTERS

  • Match is played 5v5, one of whom is the goalkeeper. A match may not start if either team has fewer than 3 players. Maximum roster size is 12 players. During leagues a team split into two rosters for the purpose of playing, may use players from either team roster. All teams may use up to 3 guest players on any game. All players must have completed a player registration. During tournaments, all rosters will be checked for age compliance.

3) REFEREES

  • Required to sign and complete a game report sheet indicating the final score, as well as report on any game incidents involving player, coach and or spectator misconduct (red and yellow cards), or injuries.

4) SCORE TABLE

  • Each score table will be comprised of 2 individuals:
    •  Volunteer from the home team will keep the score sheet
    •  Volunteer from the visiting team will run the clock and score machine

5) BALL

  • Home team provides the match ball.

6) EQUIPMENT

  • Players on same team must wear same color uniforms, shinguards and footwear with flat soles (no turf shoes allowed). The uniform of the  goalkeeper must be a distinctly different color from that of his team, the opposing team and the referees. Home team changes color in case of conflicting colors. During tournaments all players must wear numbered jerseys, and no two players on the same team may have identical uniform numbers.

I. A player wearing a soft cast is permitted to play with permission of the referee.   

II. Hard casts are not permitted.

7) GAME DURATION

  • 48 minutes. Two, 24 minute halves, with a 2 minute halftime. No Overtime. In case of tie in regulation and there must be a winner, the game will be decided by penalty kicks.

8) TIME OUTS

  • Each team has ONE timeout per game, and can only be taken when in possession of the ball and it is out of play.

9) FOULS

I. Fouls penalized with a direct free kick for: tripping, pushing, shoving, holding, charging and striking an opponent, and also for handling the ball deliberately (except goalkeeper within his/her own penalty area.) All the above are considered accumulated fouls, and direct free kick taken from the place where the offense occurred.

II. Fouls penalized with an indirect free kick for: 1. goalkeeper handling the ball on his own half for more than 4 seconds, 2. goalkeeper touches the ball with his/her hands in the penalty area after kicked to him/her by a teammate including on kick ins, 3. for dangerous play, and obstruction.

*Indirect free kicks are taken from the place where the infraction occurred unless it takes place in the penalty area, then it’s taken at the edge of the penalty area.

10) ACCUMULATED FOULS

  • Once a team reaches 5 accumulated fouls in a half, the sixth and all subsequent fouls in the same half are sanctioned with a direct free kick without a wall, taken from the second penalty mark. Accumulated fouls from the first half don’t carry over to the second half.

11) GOAL CLEARANCE

  • Is when the ball is thrown directly out of the penalty area by the goalkkeper. Goalkeeper cannot throw the ball directly into opposing penalty area, ball must first touch outside of opposing goal box. Infringement sanctioned with an indirect free kick at halfway line. No Punts nor drop kicks allowed.

Exception: when goalkeeper prevents the ball from going across the goal line, he can then throw the ball directly into the opposing penalty area, and goalkeeper can drop kick the ball but can’t punt.

12) SUBSTITUTIONS

  1. Unlimited and are done on the fly and via the team’s substitution zone. Procedure: the substitute enters the pitch only after the player being replaced has left. Infringement is sanctioned with a stop of play and an indirect free kick from the position of the ball at the time of the stoppage, against the team committing the infraction.

13) KICK OFFS

  • at the start of the match taken by the home team. Ball is in play when kicked and moves forward. A goal may not be scored directly from the kick off.

14) KICK INS

  • kicker must have one foot on the touchline or behind it, ball must be on touchline or behind it. Cannot score directly from a kick in.

15) CORNER KICKS

  • a goal may be scored directly from a corner kick.

16) FOUR SECONDS ON ALL RESTARTS

  • U9 and older age groups only. Restarts are: kick offs, kick ins, corner kicks, goal clearance, free kicks Referee must visibly perform the count. Except on Indirect free kicks, where count isn’t visible.

17) DISTANCE ON RESTARTS

  • 5 meters – Infringement is penalized with an indirect free kick from the spot of the infringement.

18) NO OFFSIDE IN FUTSAL

19) SWITCHING BENCHES

  • At halftime, teams will switch benches so as to substitute from their defending area.

Equipment
The wearing of shin pads will be mandatory for all players. Indoor, flat soled soccer shoes also must be worn.

Home Team Colors
Home team is to wear white or lighter colors. If Home team complies and there is a conflict, the visiting team must change jerseys. If home team does not wear light/white and there is a conflict, home team must change jerseys. Visiting teams centers off first.

Forfeited Games
If a team fails to show for a scheduled match, the referee shall allow a 5 minute grace period. After the 5 minutes, if the team has not yet arrived or does not have enough players to field a team (4), the game will be forfeited. The game will be tallied as a 5 to 0 loss for the forfeiting team and a 5 to 0 win for their opponent.

If the referee terminates a match for reasons other than an act of God or field conditions, the Futsal of Tulsa Competition Committee will decide the result of the match after hearing the official reason from the referee, and both coaches.

Teams forfeiting a match will not receive a refund on their registration fee.

Forfeited games are recorded as a 5 - 0 loss.

Futsal of Tulsa Point System and Tiebreakers
The determination within the group standings is as follows:  
3 points for a win
1 point for a tie
0 points for a loss
Forfeited games are recorded as a 5 - 0 loss

Tiebreakers
1. Head to Head
2. Goal Difference
3. Least amount of goals against

Ejections - Red Cards
If a player is ejected from a match, the player’s pass together with a referee’s report of the incident shall be turned over to the Futsal of Tulsa administrator by the referee.

The minimum penalty for an ejection is that the player shall not be permitted to play in the immediate next match.

The maximum penalty, after review by the Futsal of Tulsa Competition Committee, may result in the individual players or teams’ expulsion from the competition.

If a player is ejected from a match the referee will hold onto the player pass, document red card on the back of the score sheet and present it to the Futsal of Tulsa League administrator. The player will have his/her pass returned after a one game suspension.

Coach Ejections
If a coach is ejected from any match, a referee’s report of the incident shall be turned over to the Futsal of Tulsa administrator by the referee.

The minimum penalty for an ejection is that the coach shall not be permitted to coach or remain on the player’s bench in the immediate next match.

The maximum penalty, after review by Futsal of Tulsa Competition Committee, may result in the individual coach or team’s expulsion from the League.

Games Cancelled by opponents
If an opponent cancels a game or does not show for the game, the other team may use the game time. There are no refunds for games cancelled by opponents. If a team must cancel, call Futsal of Tulsa as soon as possible so we can notify the referees and give the other team a chance to plan accordingly. Cancelling a game not only short-changes your team, but your scheduled opponent. Games cancelled by teams will not be rescheduled until the $50 reschedule fee is paid. 

Reschedules
At time of registration, each team is allowed 3 conflicts if entered into registration system before registration deadline. If manager does not enter conflicts, no reschedules will be made unless a $50 rescheduling fee is received.

Games cancelled by Futsal of Tulsa
We reserve the right to postpone or cancel games at any time for any reason such as bad weather or facility problems. If we do decide to cancel games, refunds will not be provided.
