REGISTRATION DEADLINE FOR SUMMER LEAGUE IS MAY 14th.

*Every team must have a minimum of 7 players on the roster and no more than 12 (exception for Split Teams).

**During registration, indicate that your outdoor team is split into two teams to receive the Split Team discount. ALL players on Split Teams must be on the same, current South Carolina Youth Soccer outdoor roster. Also, indicate if one coach will be coaching both those teams so we can try to schedule back to back games for those teams to accommodate that coach.

League Rules

Venues
Elite Futsal Charleston will continue to use The EFC Center, a 20,000 square foot facility located in the heart of Mount Pleasant on Long Point Road, as it's main facility.  The complex has two futsal courts, so four teams can be playing at the same time, every hour! EFC will also continue to use Fort Johnson Baptist Church, located on Camp Road, on James Island.  

To keep the playing surfaces clean and dry, please instruct your players not to wear dirty or wet game shoes into the facilities!!!

Referees
Elite Futsal Charleston is the biggest US Soccer sanctioned futsal league in South Carolina. We employ only US Soccer futsal certified officials to call our games, assuring the game is played the way it should be.

All matches sanctioned by USYF, with USYF players, will be officiated regardless of classification for standings (i.e. if a match is ruled a forfeit due to non rostered players participating on either team, referees are obligated to officiate as assigned).

Participating Teams
The 2022 Summer futsal league will be a great opportunity for players and teams to maintain and improve their skills and fitness level in between the Fall and Spring soccer club seasons. 

Age Divisions/Groups
Boys & Girls U7 - U18. Elite Futsal Charleston reserves the right to drop or combine divisions or age groups.

Team Registration
Registration Deadline for the 2022 Summer League is May 14th for all teams. Online registration only at the Elite Futsal Charleston website www.elitefutsalcharleston.com

Season Play
Games begin June 1st, 2022 and the season ends by July 31st, 2022.  Elite Futsal Charleston plays it’s games on, both,  weekdays and weekends (Fridays, Saturdays AND Sundays).  Saturday games may start as early as 8AM and Sunday games usually do not start before 9AM. Teams may request mid-week games or weekend games but nothing is guaranteed.

IMPORTANT COACH INFORMATION
There is no coaching license to coach a team. Any adult who is registered with the team as a coach or manager can sit on the bench.  This is a great option for teams with outdoor coaches who want to take a break, but still want their teams to have fun and play. All coaches will require a background check in order to coach their team.

Coaches with multiple teams
Elite Futsal Charleston will try to accommodate coaches with multiple teams by scheduling them with back-to-back games at the same facility as much as possible.  We have been very successful in the past, so we encourage you to split your outdoor teams into two futsal teams.

Game Scorecards
Before each game, a pre-printed game card will be available from the referees. The cards will be populated with player names and numbers. Please check the cards for accuracy and then hand them back to the referees before the game begins. At the end of each game, the referee will hand the bench coaches the completed game cards. The coaches are to sign the cards and in doing so, verify the score. The scores on the signed cards are official and will be entered into the standings.

Competition Format & Rules
Official futsal FIFA Rules and Regulations as stated under the Laws of The Game will be enforced. Exceptions are noted below under House Rules. You may print up a copy of the Laws of the Game at the Elite Futsal Charleston website.

House Rules to the Laws of the Game

  1. Goalkeeper can not throw the ball in the air past the third red line on the court (three line rule)
  2. No scoring from kick-offs.
  3. Goalkeeper can not drop kick or punt the ball.
  4. Goalkeeper has 4 seconds to get rid of the ball at all times (both, while at his/her feet or in the hands).
  5. A goal keeper may only touch the ball ONCE PER POSSESSION on his/her own half of the court. The result of more then one touch by the keeper per possession will be an indirect free kick for the opposing team at the spot of the infringement.
  6. All dead ball situations must begin with a player’s hand on the ball (to stop the ball) before it is put back into play.
  7. Teams will switch benches between halves
  8. Game length is (two) 24 minute halves
  9. No jewelry will be worn by any players, including earrings.  Everything must be taken off/taken out!
  10. If a player has a cast, it must be covered by AT LEAST 1/2 inch of  "closed cell material," bubble tape will not do. This is to ensure our ultimate goal, safety first, for all players is met.  Note: The referee still has the final say on the safety of the cast protection.
  11. EFC will implement the "No Heading" rule for U11 and under.

League Fees
Fees register team players and 2 coaches. The fees include all referee fees, player cards and all players insurance,
U8-High School  $700/team.  Register as an individual, $100/player.  All players must be registered with USYF for the 2020-21 year, $13.50 each player. If a player has an outstanding balance, he/she will not be permitted to participate until payment is received.

Players/Split Teams/Double Rostering/Club Pass Player
Split Teams:  A split team is created from an outdoor team that splits into two or more futsal teams. If you have a split team in the futsal league, you may borrow any amount of players from the split team. All players on Split Teams must be on the same, current South Carolina Youth Soccer outdoor roster. You will be required to provide a current copy of the SCYS roster to qualify for this status.

Duel Roster Player:  Players may be registered on up to two teams but may not play down in age. If both teams are in the same division, it will be up to the player/coaches to determine which team he/she will play for when they meet head to head. Player may only play for one team during head to head mathes (i.e. player cannot switch teams at half time).

Club Pass Player:  All teams playing in the EFC league have the ability to allow players to move freely within their own club based on player development needs and specific team needs without additional administrative paperwork. Club Pass Players may play:  1) up in level, 2) same level (laterally), 3) up in team age 4) for a maximum of 2 teams per day.

These players may never play down in age. Teams may have a maximum of 2 club pass players per match. If a team uses 3 or more club pass players in a match, the score will be recorded as a forfeit (3-0).

Girls are permitted to play in girls, boys and/or coed divisions. Boys are only allowed to play in boys and/or coed divisions.

Teams may borrow registered USYF players outside of their club to participate in a game but, the score will be recorded as a forfeit (3-0).

Game Balls
Elite Futsal Charleston will provide all game balls for the summer and winter league games.

DO NOT BRING OUTDOOR BALLS INTO THE FACILITIES. They are not allowed for warm-ups. Only futsal balls are allowed.

Equipment
The wearing of shin pads/guards will be mandatory for all players. Indoor, flat soled, non-marking, soccer shoes also must be worn.

Time Outs / Home Team Colors
Due to tighter scheduling, we are eliminating time outs except for referee-called stoppages.

Home team is to wear white or lighter colors. If home team complies and there is a conflict, the visiting team must change jerseys. If home team does not wear light/white and there is a conflict, home team must change jerseys. If there is still a conflict, Elite Futsal Charleston will provide pinnies for the teams. Visiting teams centers off first.

Forfeited Games
If a team fails to show for a scheduled match, the referee shall allow a 5 minute grace period. After the 5 minutes, if the team has not yet arrived or does not have enough players to field a team (3), the game will be forfeited. The game will be tallied as a 3 to 0 loss for the forfeiting team and a 3 to 0 win for their opponent.

If the referee terminates a match for reasons other than an act of God or field conditions, the Elite Futsal Charleston Competition Committee will decide the result of the match after hearing the official reason from the referee, and both coaches.

Elite Futsal Charleston Points System and Tiebreakers
The determination within the group standings is as follows:  
3 points for a win
1 point for a tie
0 points for a loss
Forfeited games are recorded as a 3 - 0 loss

Ejections - Red Cards
If a player is ejected from a match, a referee’s report of the incident shall be turned over to the Elite Futsal Charleston administrator by the referee.

The minimum penalty for an ejection is that the player shall not be permitted to play in the immediate next match.

The maximum penalty, after review by the Elite Futsal Charleston Competition Committee, may result in the individual players or teams’ expulsion from the competition.

If a player is ejected from a match the referee will document the red card on the back of the score sheet and present it to the Elite Futsal Charleston League administrator. The player will return to play after a one game suspension, unless unless the Elite Futsal Charleston Competition Committee determines otherwise.

Coach Ejections
If a coach is ejected from any match, a referee’s report of the incident shall be turned over to the Elite Futsal Charleston administrator by the referee.

The minimum penalty for an ejection is that the coach shall not be permitted to coach or remain on the player’s bench in the immediate next match.

The maximum penalty, after review by Elite Futsal Charleston Competition Committee, may result in the individual coach or team’s expulsion from the League.

Games Cancelled by opponents
If a team must cancel, call Elite Futsal Charleston as soon as possible so we can notify the referees and give the other team a chance to plan accordingly. Cancelling a game not only short-changes your team, but your scheduled opponent. Games cancelled by teams will not be rescheduled until the $100 reschedule fee is submitted to Elite Futsal Charleston. 

Reschedules
At time of registration, each team is allowed 1 conflict if entered into registration system before registration deadline. If manager does not enter conflict, no reschedules will be made unless a $100 rescheduling fee is received by Elite Futsal Charleston.

Games cancelled by Elite Futsal Charleston
We reserve the right to postpone or cancel games at any time for any reason such as bad weather or facility problems. If we do decide to cancel games, refunds will not be provided.

If you have an interest in joining the United States Youth Futsal referee pool, please email us at info@elitefutsalcharleston.com. To be eligible for consideration, you must be licensed with US Soccer as an outdoor referee.

US Youth Futsal Inclusion Policy

(A) Membership of US Youth Futsal is open to all futsal and soccer organizations and all futsal and soccer players, coaches, trainers, managers, administrators and officials without discrimination on the basis of race, color, religion, age, sex, sexual orientation, gender identity, gender expression or national origin. 

(B) For the purposes of registration on gender-based teams, a player may register with the gender team with which the player identifies, and confirmation sufficient for guaranteeing access shall be satisfied by documentation or evidence that shows the stated gender is sincerely held, and part of a person’s core identity. Documentation satisfying the herein stated standard includes, but is not limited to, government-issued documentation or documentation prepared by a health care provider, counselor, or other qualified professional not related to the player. 

(C) US Youth Futsal recognizes 2 team gender classifications:

(1) Teams with females only are considered girls teams.

(2) All other teams are considered boys teams.​
