Respect of Facilities

  • To keep the playing surfaces clean and dry, please instruct your players not to wear dirty or wet game shoes into the facilities.
  • We play at the pleasure of the facilities and ask for your cooperation in order to renew our contracts with them
  • No ball playing / warm-up in facilities
  • Futsal balls only allowed on courts
  • Please supervise children at all times.  
  • Only registered players are allowed to use the court and gym - other individuals cannot play on the court - this includes the half-time break period, prior to, and directly following games.

Other Futsal Mobile League Policies

  • We recommend most outdoor teams to split into 2 futsal teams of seven or eight players.  A sister team created from an outdoor team that has split into two or more futsal teams may borrow players from its sister team if needed. 
  • Players may only be double-rostered on non-sister teams with knowledge and permission from both Futsal Mobile and both coaches.

Referees
We will use US Soccer Futsal Certified officials to call our games, assuring the game is played with integrity and quality befitting the sport.  We use 2 officials for U14 and older age groups, and 1 official for U13 and below.

Teams can be formed from current club teams, school teams, or just getting a group of friends and fellow players together!

Season Play
The Winter League 1 will be kicking off in the second week of November! Games will be held primarily on Saturdays , and some Sundays.


Conflicts/Requests – Submission Deadline: November 1st 2019 
Must be requested prior to the registration deadline; there can be no guarantees. All conflict and requests must be entered on-line using the "comments" section of the team's detail page.  Email or telephone requests made to Futsal Mobile staff will not be taken into consideration as the scheduler creates the season’s schedule. Please only one weekend conflict is allowed per team.  We will schedule around indoor league schedules if given to us by the deadline.  We give priority to teams with  multiple team coaches in order to schedule back to back games for them.

CONFLICTS NOT ENTERED IN THE CONFLICT BOXES BEFORE THE REGISTRATION DEADLINE OF November 1, 2019 , WILL NOT BE TAKEN INTO CONSIDERATION.  Even if you had previously e-mailed us, talked with USYF staff or any other type of communication regarding a conflict or request , IT MUST BE ENTERED HERE OR IT WILL NOT BE TAKEN INTO CONSIDERATION.  If you have no conflicts or coach multiple teams, put N/A in the box., put N/A in the "Conflict Comments" box. 

Game time requests cannot be considered in fairness to the other team in your bracket, such as “we only want to play on Saturday afternoons”.  Generally, we will try to schedule the younger teams to play earlier in the day, but often an age group will utilize all the availability in a venue so it is possible that a "younger" (U12 and younger) will play later in the evening. The older teams (U13 and older) may play until as late as 9pm depending on scheduling. 


IMPORTANT COACH INFORMATION
There is no coaching license required to coach a team. Any adult who is registered with the team as a coach or manager can sit the bench providing they pass the mandatory background check. This is a great option for teams with outdoor coaches who want to take a break, but still want their teams to have fun and play.

Coaches with multiple teams
We will accommodate coaches with multiple teams by attempting to schedule them with back-to-back games at the same facility as much as possible.  We have been very successful in the past, so you are encouraged to split your outdoor teams into two futsal teams, and we will make every effort to schedule your games back to back, however, there may be an occasional gap (one hour) between games if there are multiple sister teams in a bracket.  If you coach more than two teams and need to be all the games, please indicate that specifically in the comments section on your team's detail page.  We will make every attempt to accommodate this request (coaching more than two teams), however, due to various factors, such as different age groups playing in different facilities and court availability, this may not always be possible.  A coach will most likely have to go from one school to another for each division. We highly recommend that you have an assistant coach (s) to help in this circumstance.

It may be very difficult to schedule coaches back to back when they coach one team in a one referee age group (U13 and younger) and another team in a 2-referee game (U14 and older).

Game Scorecards
Before each game, a pre-printed game card will be available from the referees. The cards will be populated with player names and numbers. Please check the cards for accuracy and then hand them back to the referees before the game begins. Upon completion of the game, the winning coach should sign the card and return to referee.

Competition Format & Rules
Official Futsal FIFA Rules and Regulations as stated under the Laws of The Game will be enforced. Exceptions are noted below under House Rules. You may print up a copy of the Laws of the Game at the Futsal Mobile website.
 
House Rules

  • 22 minute halves, running clock
  • No GK punting or drop kicking
  • GK can throw ball anywhere on the court on a fly
  • No changing of benches during half-time, but teams will switch court direction (unless both coaches come to agreement with referee to stay on their respective sides both halves)
  • Halftimes will be one minute, which allows for a quick drink by players and then taking positions on the court.  Teams should switch halves after first half has ended (unless as specified above) and clear off courts immediately at end of game.  Coaches are not allowed to interfere with the next game by meeting with their team on the court.
  • GK pass back rule: GK may only play the ball once in each play of possession, unless positioned in his attacking half of the court and acting on as "Fly goalkeeper."
  • Due to scheduling, there are NO time outs except for referee-called stoppages (the clock continues to run). 

 

Player Registration Fee 

All players must be registered with USYF and Futsal Mobile Waiver/Release of Liability signed by player/parent/guardian (P/P/G).  The fee is $13.50 per player and is completed on line only.  When the team manager inputs a player into the roster, an e-mail will be sent to P/P/G with instructions as to how to complete player registration.  There is no fee for managers, coaches, or assistant coaches, unless they are also players.

Roster Cards
Futsal Mobile will institute the issuance of roster cards if required. To be eligible to play, each player must be on the roster. Roster cards are issued only after full payment of fees, signed Medical / Media Release forms have been received and all players have been registered online. 

Pre-game Check-In
Roster cards may be checked before games.  This is to assure that all players are registered and the league remains sanctioned by US Soccer.  Team managers are to carry the roster cards with them for inspection before games.

Game Balls
Futsal Mobile will provide game balls. 

U12 and under - size 2 

U13 & U14 – size 3

U15 and above - size 4


Do not bring outdoor balls into the facilities. They are not allowed for warm-up. Only futsal balls are allowed. Futsal Mobile will provide a game ball, but will not provide additional balls for warm-up. Warm-up and pregame preparation should take place outdoors prior to taking the court. 

Equipment
The wearing of shin guards will be mandatory for all players. Only indoor, flat-soled, non-marking shoes may be worn. Teams must wear jerseys and socks of the same colors. In case of color conflicts, away team may be required to change or wear bibs/pinnies of a different color.
   
Forfeited Games
If a team fails to show for a scheduled match, the referee shall allow a 5 minute grace period. After the 5 minutes, if the team has not yet arrived or does not have enough players to field a team (4), the game will be forfeited. The game will be tallied as a 3 to 0 loss for the forfeiting team and a 3 to 0 win for their opponent.

If the referee terminates a match for other reasons, unforeseen circumstances or field conditions, Futsal Mobile will decide the result of the match after hearing the official reason from the referee, and both coaches.

Teams forfeiting a match and the opponent of a team that forfeited will not receive a refund on their registration fee.
Forfeited games are recorded as a 3 - 0 loss.

Point System and Tiebreakers
Please note, Futsal Mobile does not publish division standings.  However, the scheduling system allows teams to track progress if desired.

The determination within the group standings is as follows:  

  • 3 points for a win
  • 1 point for a tie
  • 0 points for a loss

Forfeited games are recorded as a 3 - 0 loss

  4. Head-To-Head

There are no awards given for winners of divisions

Ejections - Red Cards
The minimum penalty for an ejection is that the player shall not be permitted to play in the immediate next match of play.  If the player is rostered on two teams and has a scheduled match on the same day after the red card, the player is ineligible to play in that game. If the player who received the red card, does not have another match that day, then the player must sit out the next immediate scheduled match. The League, in consultation with the Head Referee, will then decide if the player or coach will sit out an additional game (s) the following week   The player or coach receiving the red card will sit out a minimum of one game. Futsal Mobile takes seriously dissent and abuse of referees and players, and has a zero-tolerance stance on any disrespect, abuse, and mistreatment prior to, during, and following games.


Coach Ejections
If a coach is ejected from any match, a referee’s report of the incident shall be turned over to the  League administrator by the referee.  

The minimum penalty for an ejection is that the coach shall not be permitted to coach, remain on the player’s bench or in the gymnasium in the immediate next match.

The maximum penalty, after review by the Competition Committee, may result in the individual coach or team’s expulsion from the League.

Games Cancelled by opponents
If an opponent cancels a game or does not show for the game, the other team may use the scheduled game time for their use. There are no refunds for games cancelled by opponents. If a team must cancel, call the Futsal Mobile administrator as soon as possible so we can notify the referees and give the other team a chance to plan accordingly. Cancelling a game not only short-changes your team, but your scheduled opponent. Games cancelled by teams will not be rescheduled until the $150 reschedule fee is received by Futsal Mobile.

Reschedules
At time of registration, each team is allowed one conflict weekend if entered into registration system before registration deadline. If manager does not enter conflicts, no reschedules will be made unless a $150 rescheduling fee is received by Futsal Mobile. Futsal Mobile will schedule 5 games for each team.  

We can only reschedule games if the facilities have available times to reschedule them.  If we reschedule games due to the above, you will not be asked ahead of the rescheduling process if you are available for the make up game.  Your team will be given a makeup game time and if you cannot make that, we will not reschedule. Makeup games may result in doubleheader (ie two games played in a single day).

Games cancelled by Facilities / Futsal Mobile
We reserve the right to postpone, cancel, or reschedule games at any time for any reason such as bad weather or facility problems. Futsal Mobile plays games in all weather and only cancels games if the facility cancels, or other unforeseen and unavoidable conflicts arise.  Cancellations are very rare events, so teams should plan on playing.  If there are games cancelled, reschedules are not guaranteed and refunds for cancelled games will not be provided, although every effort will be made to reschedule.

The first Futsal Referee Certification Course was held on May 18th at J. C. Davis Auditorium was a great success, with twelve area referees who are eager to help launch our sport now certified.
